No. This hostname is for future use. It is sufficient to have the path
to the TGShape directory.

Yes, you can see a tile but not edit the terrain.

First download a DEM file that will be the basis of your terrain :
ftp://e0srp01u.ecs.nasa.gov/srtm/version2/SRTM3/
These files can be loaded directly, but they are huge. So there is a
Tools menu to "Chop HGT files" and make files that span the same size
than an ordinary tile.
