As a demonstrator there is an AI scenario file called "refueling_demo" that puts an AI tanker over San Francisco. I recommend first using the T-38 as your airplane since it has air-air radar to help you find the tanker. When you get close enough behind the tanker a green light will illuminate on your
instrument panel to let you know you are taking on fuel.

AI scenarios are set in the preferences.xml file.

Depending on how old your version of FlightGear is, you may have another
refueling demo called "refueling_demo_1".   The difference between the
scenarios is the shape and altitude of the tanker orbit.
