My understanding is that the navaids (including ILS) are contained in a 
file nav.dat.gz located in the $fg-root/data/navaids directory.This is a 
supplementary file that is maintained by Robin Peel (who updates the 
apt.dat.gz). I would investigate this file to sort out any ILS issues.

I don't believe it has anything to do with the TaxiDraw/FGSD 
interpretation of apt.dat.

As always, I stand to be corrected in which case this message will self 
destruct in 5-4-3-2-1 ;-)
