There is a way.  First, Do you have the scenery for that area?  Same thing
happened to me, before I got the Scenery downloaded.

When I run Flightgear 0.9.8 with

FGFS.EXE --native-fdm=socket,in,30,,5500,udp --fdm=external

it places me in the middle of the ocean even if I specify the airport 
(by adding "--airport-id=KCCR --runway=14L").

In fg 0.9.10 everything is as it should be, but I would still be 
gratefull if anybody knows a way around this problem in fg 0.9.8.
