Here is the last discussion on the mailing list about it. There is also a windows site by Frederic Bouvier that has some info and tips but I don't have it bookmarked here. Trying to compile under cygwin is really tough. There is an alternate way using MSVC. What might be a nice project would be to make a compiled windows binary of a recent cvs snapshot after a major change available on bittorent.
I am in the process of putting Linux on a partition of my Laptop to test it for the changeover from Windows and with my experience trying to compile FG under cygwin that might be something to consider.
