Is global 1 arcsec data even available? If so then yes, it's possible - but you'll use an awful lot of resources processing the data. It's generating small areas isn't too much of a problem - last time I was running regular builds it took about a day to build scenery for the whole of the uk - that was using 4 machines in parallel. Bear in mind that at that stage it took <5 mins to build a scenery tile. With the data I have available now for roads, railways, and rivers it can take 30 mins per tile (and that reveals some problems with triangulation and texture mapping). If you're really serious, and you have the time and resources, it's possible.
