AIUI sketchup can export models in formats acceptable to blender - you'd 
just need to use blender as a conversion tool to the final ac3d format.

Google don't allow you to re-use their data.

Those already exist, and a large number of them have been positioned 
using the FAA's obstruction data - there's nothing to stop us adding more.
