Hi Jason, Sorry for the late reply but I was waiting for someone more knowledgeable than me to answer. I, too, tried subscribing to the Terragear mailing list about a year ago but to no avail. May I suggest you subscribe and try posting this query to the flightgear dev list: https://lists.sourceforge.net/lists/listinfo/flightgear-devel or the flightgear forums: http://www.flightgear.org/forums where there is a page dedicated to scenery enhancement. I'm sure someone there can point you in the right direction. Be sure to explicitly state your aims, i.e. are you looking to modify/enhance terrain (terragear) or provide more detailed features on that terrain (fgsd). Modelling scenery, especially from open source sources, is a _non-trivial_ exercise. I did manage to get fgsd (flightgear scenery designer) up and running but it was a bit of an epic. Terragear (a.k.a. "terrorgear") I didn't get to. Scenery enhancement is very much a work in progress.
