Again,
 i can confirm, it is the real-weather-fetch which introduce some marmalade in 
the system during startup.
Without it,  the last FG CVS is right.

To me, that strange behavior due to real-weather-fetch is not new.
But previously with some older CVS only, some init parameter which are set in 
in the  Aircraft-set.xml  were ignored:
for instance i could not start an Aircraft with the engine running
