Stager _should_ work with FreeBSD out of the box. However it is not as well tested with FreeBSD as with Linux. Yesterday, we did a new release with improved BSD support 1). If you install Stager on BSD, we are interested in feedback from you. We currently have at least one other person which is installing Stager on BSD. To get in contact with him join the Stager mailinglist 2).
Since Stager is using perl and php, you do not have to compile anything (except the flow-tools package).
