It's been awhile since GD was installed on my system, and (as I recall now :-() FlowGrapher also has a dependency on GD::Graph.pm by Martien Verbruggen. Please try installing GD::Graph.pm as well:

Hello All,

Anyone successfully install and run FlowViewer on a Solaris system?
Actually, the FlowViewer component is functioning perfectly but I'm
having an issue with the FlowGrapher component and I'm thinking it has
to do with the GD installation.

When I select the parameters within the FlowGrapher index.html and
launch it to view the graphs I get the popular "Internal Server Error"
message within Explorer.

The apache error log reports the following:

Any ideas? Maybe the GD installation wasn't properly done? The file
