It would appear there's already code in format() to try to convert tabs to
the correct number of spaces, it just seems not to be getting applied
consistently.

Regarding the comment in the HTML spec, it dictates correct behavior.

I take the side comment regarding text editors only as a warning to those
heretics and crazy people who redefine tab characters to be something
other than the Holy %8 tab stop positions.. those folks get what they
deserve when their indents go bananas in printouts, emails, and newsgroup
postings..!

I've seen tabs + <PRE> managed correctly in all browsers I've worked with.
Any that don't support them correctly is a bug.
