Thanks for your long explanation of what you did and where you derived your
work and the tables from. IIRC, code and tables from unicode.org are free
to use, so IMHO this is okay. :-)

If you agree, I think that we can add the standard FLTK copyright to your
files, if they will be included. We could also add your name to the
contributors list.

I'm not very familiar with the existing utf-8 code and can't tell if your
code fits and will be included - others who are working on the utf-8 part
will hopefully comment on this and/or do it finally.

The bare size of the included tables makes me think that it would be a
good idea to add a configure option, maybe something like --enable-cp936
...
