Actually, I only want to use it for one non-ASCII character - the degree
symbol - and make it portable across machines.  It's not a high priority
in that sense, and I could use my own hand-rolled code.  I chose to use
fl_encoding_latin1 because FLTK offered it and I felt it would be more
portable and reliable, and could be used if I needed to use other
non-ASCII characters in the future.

As for 1.3, I'm using 1.1 right now just because I felt it would be more
stable, and I wasn't sure how long it would be until 1.3 was officially
released.  With 1.3's UTF-8 support, such functions are clearly not
necessary, except to support legacy applications.

The main reason I wanted to bring it to your attention because it will
cause programs that use it to crash, which seems rather important.
