I think it's writable for two reasons:
1) Until recently, there was quite a bit of FLTK source code
that directed bug reports here. The source code headers
used to say 'to report bugs, send an email to
"[email protected]"
which forwards here, IIRC.
(That, and the name of the group would imply it's how to
post bugs)
A contributor to the problem: I just noticed on the fltk.org
web
interface for posting forum messages, there's no warning on
the
'New Message' page about the rules for posting on fltk.bugs.
2) So that people can start conversations about bugs, where the
back+forths are separate from the STR system
