X is supposed to honour _NET_WM_NAME before it attempts to use XA_WM_NAME, and XA_WM_NAME is supposed to be non-utf8 anyway (from what I understand). As such, both _NET_WM_NAME *and* XA_WM_NAME are provided, with the second being a non-utf8 translation. As such, this isn't a bug, and a recent X window manager should play by the rules. I'll close this tomorrow if I don't get any reason not to!
