Cannot replicate with win7 + VS 2010 Express.

If I Alt-Tab to another application, the borderless 'fullscreen'
application remains.

Are you sure you're not Alt-Tab'ing to the 'Desktop', which causes Win7 to
stow /all/ applications? That's the only way I can seem to replicate the
behavior you're describing, which sounds more like a feature of Win7; a
means to access an "empty" desktop via Alt-Tab by having it stow all
applications.

If that's not it, check the task manager to see if the program is still
running when it disappears. Also, check if it disappears from the Alt-Tab
menu.
