Yes, but the license file that comes with the package does not
have the exception. At least not in the one I saw in the
2.14 tarball.
I don't think the link holds up, because I think we changed
the contents of the link when we added the exceptions. I don't
remember when that was, but it was perhaps after their 2.14
release.
IANAL or the project manager, but as a business man, it's a
technicality that would have to be dealt with before I'd feel
comfortable including it in my commercial package (which statically
links against FLTK).
