That who would be you.  Just checkout the web site:

     svn co https://svn.easysw.com/public/fltk/www/trunk fltk-www

and then update the files in the doc-1.3 subdirectory.  Once you
commit the changes, go back to fltk.org and click on the Web Site
tab at the top, then click on "update the web site..." link.

It is possible, but let's hold off until the documentation is more
stable.

Copy the old documentation to a branch, then purge the old files.
