Well, I guess than even in a distribution tarball, it will increase substancially the size of the archive, the hmtl folder currently has a size of approx 14M uncompressed, tar.gz archive will add approx 2,3M to it. As we would have already a pdf document in the distrib, I believe we should not add the html and let the user decides if he wants to generate it or not.
