Strongly suggest compiling your 1.1.8 app against 1.3.x. 1.3.x is very compatible with 1.1.x.. the main reason for the version number jump is ABI changes, not so much code related. The official 1.1.x series never supported UTF8, so you really have to jump to 1.3.x to get it. There is a utf8 patch for 1.1.x floating around, but it is not supported, and I doubt anyone is going to maintain it now that 1.3.x is available.
