I don't think they are yet.

No, there's nothing in configure that will really help you with this...

You could try my hack whilst waiting for the other changes to appear;
add the following to config.h

#define MAC_OS_X_VERSION_MAX_ALLOWED  1040
#define MAC_OS_X_VERSION_MIN_REQUIRED 1030
#include <AvailabilityMacros.h>
#ifndef MAC_OS_X_VERSION_10_5
#  define MAC_OS_X_VERSION_10_5 1050
#endif

#if defined(__LP64__) && __LP64__
typedef double CGFloat;
#else
typedef float CGFloat;
#endif

That allows me to build on my PPC 10.4.11 system - it throws a lot of
warnings about me spuriously redefining things, but the build works OK
and everything runs.
NOTE: This hack is *not* portable, it is only good for OSX 10.4.x
building at the command line.
