By this do you mean everything that turns up on http://fltk.org/str.php?L+P4+S-2+C0+E0+Qversion:1.3 ? I don't see anything about utf8 there. The src has a TODO.utf8, but the referenced google doc is mostly placeholder "put stuff here" and the ones in the file are different and not very clear, and look rather old. Following some of them manually reveals some are RFEs and some are closed.
