You may be right, I didn't check what's going on in Domingo's proposal,
and I assumed that there is a case where the link callback wouldn't be
called unintentionally.

As far as I understand the docs, the link callback should be called
when Fl_Help_View needs to load a file (URI) that it can't load by
itself, so that the callback can retrieve the file and store it in
a (temporary) location. That's probably not as general as Domingo
expects. Honestly said, I don't understand the Fl_Help_View code
completely.

Anyway, he filed the STR, and it's marked as 1.3-feature. We can
see what we can do later.
