This date is the (.php) file modification date. It also says:
"This page provides a dynamic look ...", i.e. the page is created
dynamically from the STR (Bugs & Features) database.

At least all STR's with priority CRIT and HIGH must be resolved before
a release, but the priority can be changed if the dev's think that
there is a reason to do so. Anyway, you can see that there are currently
about 20 STR's with CRIT and HIGH priorities.

The main problem (AFAICT) is still UTF-8 text handling in the text
editor, text display, and maybe other input widgets.

That said: no, sorry, there is no concrete release schedule. It will
be ready whenever the dev's can find the time to fix the bugs. Help
is always welcome: everybody can discuss potential solutions and/or
provide patches for STR's).
