Caught some docs were being left out due to an "#if DOXYGEN"
instead of "#if FL_DOXYGEN".

Only (3) STRs left for 1.3.x I think, currently.
STR #2444 (SGI shortcuts problem related to UTF8) goes deep into
platform differences of the XLib XmbLookupString() function.
Might need to list this one as a 'known issue' and bump to 1.3.1
(or whatever comes after 1.3.0), assuming it can't be solved.
STR #2467 (MS IDE warnings) can be solved by an 'svn remove'
on the IDE dir(s) we don't need.
STR #2348 (editor hangs for non-utf8 chars). I don't know anything
about this one.. tldr!
