Yes, it does, if you are root (on Linux) or maybe have administrator
rights (on Windows). And it doesn't work for system prefs if you don't
have access rights w/o any warning. It simply doesn't change the prefs.

But the effects are even more subtle if a user changes his own prefs,
and everything works well for another user who didn't.

Yep, that's what I thought, too, and I wrote it in STR #2471, but Matt
chose to ignore it... ;-)

At least this should be documented. My idea was to install another
setup program (maybe fl_setup) together with fluid, so that it is
apparent for the user that this is *doing* something, and not only
a demo. But I do also know that this needs a lot of work...
