Well, then I may have misunderstood your question (I thought you emphasized "on debian", since I had already mentioned the similarity to apt-get, but maybe you had missed it). And no, they decided to roll their own, with their own package description format (manifest, aka catalogue files), etc. The command line and functions are intended to be similar to apt-get, but that's it...
