I've done a but of testing, and the problem may be operator errlr.

With a fresh computer bootup, the cursor color problem doesn't occur.  I ran 
two versions of my program 30 times without the black/black cursor problem.  
After I had been working (editing in emacs) on my program for a while, the 
problem showed up again.  After a reboot, the cursor was, again, the proper 
color.

As finger coordination isn't my strong suit, I think I must get some wierd key 
combination that causes the cursor color problem.  It would appear that it's 
not a FLTK problem.
