You could read the docs... win32.html says: "HWND fltk::xid(const fltk::Window*) Returns the window handle for a fltk::Window, or zero if not shown(). " Which is what you want I think. Still, I think you would probably be better off just porting Greg's fl_native_file_chooser code from fltk-1. Greg says it works for fltk-2 with only trivial mods, so that's likely your best bet.
