Hmmm, not so easy - I don't think this could be done by subclassing, it
looks like you'd have to rework Fl_Menu.cxx and modify the
menuwindow::menuwindow() and menuwindow::autoscroll() methods to use
something other than screen height (scr_h) to restrict the menu height -
with consequential changes to the way the menus are positioned and
scrolled, too... Tricky.

Maybe "max menu height" could/should be a parameter when the menu is
created (in some future, not ABI compatible, version...)

Oh well...
