There are lots of cross-platform serial-port libs around, google should find you something. One that springs to mind is the one in wxWidgets - I think they call it "ctb" or something? Failing that, if you only want to do straightforward i/o operations, it is pretty straightforward to write your own, with a few ifdefs to handle the win32 "special cases". In general (as is often the case) the win32 API is more awkward than the unix one. I thought I had a worked example of this, actually, but can't find it now.
