An almost sure sign that the "Microsoft Platform SDK" hasn't been
installed correctly.
You won't be able to build 'windows' apps with VS Express until you
also install that, and you have to jump through all those little
post-install hoops to get VS Express to find windows.h and libs and
stuff.
