For STR 599-763, here are some to reopen for 1.3.x:
614 - utf8 pasting issue on redhat 6.1 and 7.3, includes patch
702 - Fl_Scroll exhibits odd buffering of value() during scrolling.
(Mentioned for reopen because it sounds like it should be fixed,
just not in 1.1.x)
