I tried Ian's dock_group toolbox
http://www.imm.uklinux.net/dock_grp.html

Simply add a second window before a call to a toolbox and the toolbox  
get bound to the second window instead of the first. This appears wired, 
but in the end may be intentional.

It seems you target at something not typical supported by toolkits?
