However, I notice that my old ISP hasn't taken my files down, and nothing much has changed in the meantime anyway, so you can always chew into their bandwidth instead: http://www.imm.uklinux.net/fltk/fltk118-utf8-2008-02-24.tar.bz2 It's the same source tarball. FWIW, I use it a fair bit, and it seems to work, for my purposes (mainly western European languages, with a bit of Greek and Cyrillic, and a very little Japanese.)
