About the system: IA32 Linux, Xorg7.2 + nvidia twinview, fvwm2, resize 
behaviour is redraw after mouse release. 
With KDE3 I obtained correct results for he help window with window 
resizing set to continuous redraw while resizing with the mouse.

So, the behaviour is not always present. I will test with twm too.
