This is what would happen indeed and has been discussed upper in topic,
so to be clear cairo use in all cases would be an option only available in the 
configure script with an option like --enable-cairo.

This said, what was also discussed was to sum it: how far we would go in that 
case.
I was suggesting, at least for a start ; to provide only a simple 
Fl_Cairo_Window that would create the underlying cairo surface transparently 
and would permit to include this window as a subwindow in a classic non cairo 
fltk interface to get best of both world at almost no cost in terms of 
development time.
