        I think the main issue in the 1.1.x series is we've been limited
        to what features we can add in order to keep binary compatibility
        with the other 1.1.x releases.

        When we bumped to 1.3.x, we no longer needed binary compatibility,
        so we could finally apply all those features we've been needing
        to add for a long time. (UTF8, API enhancements, etc)

        So 1.3.x is the new maintenance stream; the 1.1.x series had a looong
        run of binary compatibility.. time to move forward.
