Yes, you can write such a thing in fltk, indeed it has been done quite
well before - search on AntiPaint in the links page for an example,
although that seems to be a dead project now. If you can find a copy of
the sources, it would at least show you how to get started, though.

There are other examples in there too, of course, so you might find
plenty of examples on how to get started.

Not an easy job mind you, to undertake re-writing the gimp all on your
own!
