There have been discussions in fltk.development about the need to
keep all our focus on the critical targets for the 1.3.0 release.
The important targets are to (a) add UTF8 character handling to
allow better support for languages that need more than plain ASCII,
and (b) convert the user documentation to use Doxygen so that it
can be updated more easily from the source code itself.

After a long period with only development snapshots, the official
releases of 1.1.8 and 1.1.9 generated a lot on interest, and many
users took the time and trouble to report newly found problems,
and that effort is very much appreciated by the development team.
But with 1.1.9 effectively frozen, all of those STRs and RFEs have
found their way into the 1.3.x list, and it's become difficult to
see which ones relate specifically to UTF8 and documentation issues.

We will shortly start examining the current developer roadmap at
http://www.fltk.org/roadmap.php and temporarily transferring the
non-UTF8 and non-documentation issues from the 1.3 list to the
1.4 list. This will allow us to see where we stand and prioritize
what needs to be done in order to achieve the 1.3.0 release.
