Are you saying that the current 1.1.x head still has the bug, or that the bug has been fixed in 1.1.x? I ask because unless I made some mistake in my build process, I *was* able to reproduce this issue in today's 1.1.x svn head. If you only checked in the fix to 1.3: was there some reason that you didn't check in a fix to 1.1.x as well?
