1.1.7 is an antique.
You should at least upgrade to the current stable release (1.1.9) or even to
the coming stable release 1.1.10 which should (all being well) be out real soon
- the release candidate is already on the website for download.

How are you setting the scheme?
If you want to set it globally for all widgets, the best bet is to call
Fl::scheme("plastic");
Somewhere near the very start of your program, then it will be applied globally
to all widgets.
If you want just individual widgets to have a different scheme, then it is
possible to set it on a per-widget basis but that way is much more work and not
really recommended.
Also, note that if you launch your application from a "DOS box" or other
windows cmd shell, you should be able to set the visual scheme at run-time too,
and see what effect that has.
E.g.:
my_app.exe -s "plastic"
Or
my_app.exe -s "gtk+"
And so forth.

I can't reproduce the effect you describe. Can you post here a minimal fluid
file that exhibits the effect, so that we can test it and see what is happening.
