This seems like a good idea - I have on occasion seen effects where a tooltip sometimes gets "stuck open" and it does annoy. Fluid on WinXX seems to be a particular offender, IIRC.
And it does seem to be peculiar to fltk apps - other apps do seem to close their tooltips after some max timeout...
