Well, there's no specific dockable widget built-in to fltk, though there
are several worked examples kicking around - you can search for them in
the LINKS page of the website.

I'm not really a big fan of floating toolbars, to be honest, though I
did a simple demo of how it might be done:

So you can certainly start from that, or one of the other examples that
are around.

You can assign an image to any button in fltk, so yes, that ought to
work out fine.
