Yes, 1.4. I would bump it. Not because I don't like it, but because I really 
*really* want an official 1.3! Unless we officially release it, all distros 
will stay with 1.1.11, which is bad. And I have no issue whatsoever to right to 
1.4 after the 1.3.0 final. 1.3.1 then would be purely major bug fixes, nothing 
else, and we can right away start implementing the 1.4 feature request (or at 
least the most important ones).

I want to propose a much shorter release cycle anyway. Granted, adding UTF8 was 
a huge change in the code base, but for the future, it would be nice to stay a 
bit more current. Let's start a new thread after the next RC goes out the door 
;-)
