If you are OK with building on *nix at the command line, then there's a howto here: http://www.fltk.org/articles.php?L598 It refers to fltk-1.1.7 (that's how old it is) but the process remains the same. Get mingw and Msys and the MsysDTK, and from there on out it is exactly like building at the command line on linux.
