Fl::h() returns the work space height, not the screen height, so if your
window manager is excluding some screen area, e.g. for toolbars or menu
bars or etc., then you will get a height value that is smaller than the
screen.
This is normal, and I think documented.

It's also what you generally want to know: x(), y(), w(), h(), in effect
tell you the region of the screen you can safely write to without
violating any areas the WM has decided to reserve for its own use.
