Matt has a modified tab widget in his MM fltk extensions kit, that provides what you are asking for, I think. However, maybe you need to think again about your UI design - if you have so many tabs that scrollers are needed, your UI is maybe failing...? Perhaps there is a more user-friendly way to present this information?
