This "label over border" style used to be common in win32 apps (though MS seem to have moved away from that style over the years).
The FLU widget additions support that style, if you like it. You can easily create the same effect using a Fl_Box with a flat box style positioned over the group border. It's not a style I like much, though, and I don't think it is prevalent cross-platform, so I'm not sure how useful it would be.
